The firm provides political intelligence in full scope — underpinned by media monitoring, structured research, stakeholder intelligence, and political risk analysis. We provide intelligence support and capacity building that gives clients a structural picture of the political environment they are operating in: who holds power, what is driving their conduct, what the risks and opportunities are, and what is likely to happen under varying conditions. We are also available for standalone presentations, briefings, and facilitated sessions for organisations who need political intelligence input at a specific point in their work.
Political intelligence engagements are scoped according to the client's context and objectives — from full-scope retainer arrangements that provide ongoing intelligence support, to project-specific engagements focused on a particular political environment, event, or decision-making moment. Every engagement begins with a structured briefing to establish what is known, what is uncertain, and what is at stake.
Who We Work WithLeaders, professionals, and decision-makers who need to understand political conditions structurally rather than reactively. Diplomatic missions, development foundations, investors, and civil society organisations navigating complex or shifting political environments. Those who require intelligence that goes beyond what is visible on the surface of events.
The Political Intelligence division is grounded in The Critical ThinkAR® Method™ — a four-layer analytical stack that underpins all four service divisions and the proprietary frameworks applied within each. Political risk cannot be predicted. The task of political intelligence is not to forecast discrete events but to understand conditions, constraints, relationships, and trajectories. Its purpose is not certainty — it is preparedness.
In scientific terms, refraction is what happens when light passes from one medium into another and bends. This principle is used in optometry in the correction of vision — when an optometrist uses a phoropter, a device with multiple lenses, to determine a prescription that corrects impaired vision. Just as the optometrist does not rely on a single lens to correct vision, the Refraction Framework™ does not rely on a single analytical angle to provide clarity and a legible reading of a political system. Applied to a political system, the seven lenses work the same way. No one lens can provide a full and clear picture. The seven lenses work together, to produce the clarity needed to provide insight and understanding.
The seven lenses of the Refraction Framework™ are seven structural questions. Each question is a lens — a distinct dimension of how power is organised, exercised, and contested. Read together, the seven lenses produce the Anatomy of Power: a picture of the system as it actually is, beneath the events and announcements that fill the news cycle.
Applied to a political system in full, the seven lenses produce the Anatomy of Power — the foundational reference document for that system. The Anatomy is stable: a structural picture of how power is held, contested, and reproduced. It is the reference against which the two operational filters — the Balance of Power and the Elite-Citizen Alignment — are applied periodically to read specific developments, events, and actors. The filters are dynamic instruments; the Anatomy is the anchor.
Every political order rests on a foundational settlement — explicit or tacit — about the terms on which power will be held, exercised, and constrained.
The justiciability parameters of elite accountability and the enforcement of consequence for elite conduct — the trade-off between impunity and responsibility.
The parameters of claims to citizenship and belonging, and the tension between inclusion and exclusion in the political order.
The legitimating function of consent and how it is translated through the prevailing electoral framework — and what that produces in terms of accountability and representation.
The interaction between codified accountability mechanisms and the compliance culture of institutions and office-bearers when placed under scrutiny.
The alignment of state delivery capacity with societal expectations and the constitutional or legal mandate it exists to fulfil.
Whether socioeconomic conditions reinforce the legitimacy of the political system or act as a delegitimising force against it.
Running all seven lenses together produces a synthesis — a picture of how power is actually held, contested, and reproduced in a specific political system.
Balance of Power reads the capacity to act and influence, and the constraints on that capacity, through three working parts: formal authority, effective influence, and dependency structure — applied to every actor in the system.
Elite-Citizen Alignment reads the constraint on, and the responsiveness of, elites to the agency of citizens. It asks whether the holders of formal political authority and economic power are constrained by and responsive to citizen agency — or whether they are overriding it.
The Critical ThinkAR® Method™ and The Refraction Framework™ are available as structured training courses through the Critical ThinkAR® Academy — the firm's capacity-building arm, designed for practitioners who need contextual analytical grounding alongside their technical expertise.
Political intelligence for preparedness.
Not prediction.
